Inquisitor works so much better in 28mm than it does in the large-scale model range they released. Still, I don't see why necromunda might not be a better choice for your pals.
As for Rackham Models - in certain situations, I find Rackham stuff so much better quality than anything GW has ever produced, so long as we ignore the plastic pre-painted stuff (as these are made by a middle party anyway and Rackham supplies the rules). The old metals though, particularly the Griffin stuff is far more gothicy in style for Inquisitor, which is why I'm not surprised Rackham models came to your buddies' minds.
Necromunda stuff does lend itself to Inquisitor quite well, and the conversions you have done (especially as they're all bits) are extremely good and it's clear what each character type is (Inquisitor, Desperado, Chrono Gladiator/Archo Flagellant and obviously a servo skull).
The best advantage of 28mm Inquisitor is actually having a MUCH easier job of supplying appropriate terrain, which totally ended our own Inquisitor gaming among my own gaming group.
We should see more 28mm stuff as it might encourage other people to get back to playing it in a way they can afford (and actually get the models they want). But the other part of me doesn't, and makes me want to say play Necromunda or scour ebay for an old copy of cyberpunk, than play that game.
